Аннотация: One of the factors for the development of civil society in Ukraine is an effective, well-functioning institution for providing administrative electronic services. Despite the intensity and wide scope of research covering various aspects of providing electronic administrative services to the population, many issues in this area remain quite debatable, as well as understudied, which conditioned the relevance of the study. The study is aimed at studying the organisational and procedural aspects of providing electronic administrative services in Ukraine. Authors of this study clarified the significance of some fundamental concepts of this issue. The author's approach to defining the concept of electronic administrative services was formulated based on a personal interpretation of this concept from the standpoint of general theoretical analysis. Administrative mechanisms for implementing electronic public services were analysed. The study investigated the features of classification of electronic administrative services by types of electronic representation, by field of activity, by form of ownership, by consumers, by place of receipt from the standpoint of the client and from the standpoint of involvement in the electronic service. This study is the first to analyse the regulatory framework of Ukraine on the provision of electronic administrative services in stages and chronologically. Authors studied and compared the features of the procedure for rendering electronic administrative services using the Unified State Portal of Administrative Services, the iGov portal of state electronic services and the Ukrainian online service of public services – Diia. The study covered the procedure for the operation of administrative service centres in Ukraine. It was concluded that the first step of Ukraine towards creating its information society through the introduction of e-governance should be the establishment of a market for administrative and information electronic services.

Аннотация: Every year the interest of scientists from around the world in studying sui generis of EU customs law increases. The aim of this article is to initiate a scientific discussion on the development of an alternative approach to the understanding of EU customs law sui generis. It is suggested that one should not be limited by the characteristics of the provisions of the Common Customs Tariff and the EU Customs Code when justifying the uniqueness of EU customs law. The article considers the history of the EU customs law formation within four stages and demonstrates that modern EU customs law is formed by: EU founding agreements; acts adopted by EU institutions; agreements concluded both between EU member states and with third states; national customs law of EU member states; and practice of application of EU customs legislation, in particular, judicial practice. The paper identifies priority areas for the future development of EU customs law to include the single European customs agency formation and further approximation of customs laws of EU member states.

Аннотация: In order to meet the objectives of ensuring the capabilities of defense forces in terms of building information capabilities, ways are being sought to redevelop the information infrastructure of the defense force components. Today, the approach by which the information and telecommunications infrastructure of the defense forces is being built is characterized by the fact that each of the defense forces is building its own specific information and telecommunications systems (ITS), which are the same for the principles of building technology platforms, but different for the tasks and technical implementation. The lack of a single software and technology platform leads to impossibility of meeting the requirements of unification, standardization, scaling, protection of information leads to unreasonable costs at the stages of commissioning and maintenance during the life cycle of each of the following ITS.In view of the fact that the information infrastructure of the defense forces can be presented in the form of a value-centric model and in order to avoid the drawbacks that are inherent in the client-server architecture, an approach involving the use of "smart technology", which is a technology for providing simple network access by requesting a general pool of functional services, is proposed.To ensure the transition from a static model of identification and use of information resources to dynamic automated mechanisms, The model of control of functional services of the unified information space on the basis of smart technologies for the provision of information benefits to support and conduct of operations / combat operations is proposed. The model enables dynamic management of functional services in accordance with user requirements, cyber threats, and mission/operational objectives.
